&lt;p&gt;The Government of Rwanda, with a loan from the African Development Bank (AfDB) has mandate to develop an East African Regional Centre of Excellence in Biomedical Engineering and eHealth (CEBE), to be implemented by the University of Rwanda. CEBE is a part of AfDB's first Human Capacity Development strategy (2012-2016) that aims to build human capital for inclusive growth in Africa.
